The conversation helped us identify three areas that would be particularly useful to clarify ahead of January: the thinking behind the Change Lens benchmark, how the audit / baseline process works at a high level, and the UK experience and learning that has informed the development of One Big Change and Change Lens.

This briefing brings those strands together.

This briefing provides the evidence and context for the January project-definition discussion. Our intention is to provide enough context for that conversation to focus on whether there is a useful problem to explore together and, if so, what a credible pre-pilot would need to contain.
